RESILIENTIS

The RESILIENTIS project develops a scientifically grounded, software-based proof of concept (PoC) to help governing boards and executive management of critical infrastructure organizations (KRITIS) in Switzerland systematically assess and improve their organizational resilience. The project brings together research partners from HSLU and PSI and the implementation partner Databoat.

At the core of the project is a novel bidirectional risk analysis methodology consisting of four phases: (1) assessment of individual risks using a three-dimensional frequency-impact-reputation triplet; (2) a Group Scenario Analysis (GSA) in which decision-makers evaluate and prioritize scenarios ; (3) Risk Decomposition and Preference Learning (RD-PL), which links individual risks to scenario-level outcomes; and (4) Resilience Measurement, which tracks resilience over time.

The project develops and implements a method that enables sector-independent, MCDA- and stakeholder-based scenario prioritization for KRITIS organizations that consistently connects individual risks, scenarios, and stakeholder preferences while deriving concrete measures and quantifying their impact on resilience. Ultimately, RESILIENTIS aims to provide governing bodies with a transparent, evidence-based decision-support tool that contributes to Switzerland's energy security and the implementation of the national critical infrastructure protection strategy.
